Photos is a local photo library for importing, organizing and viewing your own images. It is deliberately distinct from Photoshop, which is for editing: Photos does exactly one destructive edit, rotation, and leaves everything else to the editor.
Everything stays in the browser, and nothing is ever uploaded anywhere.
